RESCUE AND RESTRUCTURING

The European Commission is consulting until 4 September 2026 on the draft of new Guidelines on State aid for rescuing and restructuring non-financial undertakings in difficulty. The intent is to align the existing Guidelines with current social, market and technological conditions.

BATTERY ENERGY STORAGE SYSTEMS

The European Commission approved a €59 million Slovenian State aid scheme to promote battery energy storage systems, in line with the objectives of the Clean Industrial Deal. This measure will contribute to the transition towards a net-zero economy. The scheme was approved under the Clean Industrial Deal State Aid Framework.

SUSTAINABLE AVIATION FUEL

The European Commission approved two Dutch schemes with a combined budget of €290 million to support sustainable aviation fuels. The schemes will contribute to the objectives of the Clean Industrial Deal to accelerate the decarbonisation of EU industry, as well as of the ReFuelEU Aviation Regulation to boost the supply and demand of sustainable aviation fuels and accelerate the transition to climate-neutral aviation.

FUEL COST RELIEF SCHEMES (MIDDLE EAST CRISIS)

Under the Middle East Crisis Temporary State Aid framework (PDF, 741 KB), the European Commission approved targeted national aid measures to support sectors most affected by fuel price increases.

In Sweden, the European Commission approved a €149 million State aid scheme for agricultural, fishing and aquaculture companies facing increased fuel and fertiliser prices due to the Middle East crisis.

In Luxembourg, the European Commission approved a €54 million Luxembourgish State aid scheme to support road transport and rail freight companies facing increased fuel prices due to the Middle East crisis.

CZECH CAPACITY MECHANISM

The European Commission approved Czechia’s market-wide capacity mechanism. The measure aims to ensure there is sufficient capacity to produce or store electricity, or to reduce electricity consumption so that production meets demand in the long term. It is the first capacity mechanism approved under the Clean Industrial Deal State Aid Framework.

IRISH STATE AID FOR TEMPORARY ELECTRICITY PRICE RELIEF FOR ENERGY INTENSIVE COMPANIES

The European Commission approved a €300 million Irish scheme to provide temporary electricity price relief for energy-intensive companies in line with the objectives of the Clean Industrial Deal. Through the condition to reinvest a significant share of the aid received in decarbonisation measures, this scheme will contribute to the transition towards a net-zero economy. The scheme was approved under the Clean Industrial Deal State Aid Framework.

GERMAN STATE AID FOR SEMICONDUCTOR FACILITIES

The European Commission approved €659 million in German State aid to support the establishment of four first-of-a-kind facilities in the semiconductor value chain. The measures will contribute to strengthening the EU’s position and autonomy in the semiconductor value chain by supporting the construction of first-of-a-kind facilities.

FRENCH STATE AID TO SUPPORT OFFSHORE WIND ENERGY

The European Commission approved a €63 billion French scheme to support offshore wind energy in line with the objectives of the Clean Industrial Deal. The measure will support the construction and operation of eleven offshore wind farms, in the North Sea, the Atlantic and the Mediterranean.

The European Commission opened an in-depth investigation to assess whether an arbitration award ordering Spain to pay compensation to JGC Holdings Corporation for changes to a renewable electricity support measure is in line with EU State aid rules.

STATE AID INVESTIGATION INTO ROMANIAN ARBITRATION AWARD

The European Commission opened an in-depth investigation to assess whether an arbitration award ordering Romania to pay compensation to ten investors for changes to a renewable electricity support measure is in line with EU State aid rules.
